Out-of-Agency Training

Section 3.   A    Out-of-Town Training Conferences, Seminars, etc. 

  1. Any staff member or parent of HEAD START of Greater Dallas, Inc. can request funds or time away from work for out-of-agency training from Training if the requested training is not available locally. This can be done as follows:

    1. In-County or near County training activities

      Complete the registration form for the training and show supervisor�s approval by obtaining his/her initials on the Registration form.

      Submit completed and signed form to Training.

    2. Travel request and out-of-town training activities

      Complete the registration form from the training event and show supervisor�s approval by obtaining his/her initials on the Registration form.

      Attach training event form, as well as conference information (agenda, recommended hotels, dates, etc.), to Request for Conference Attendance form found on HSeIS.
      This agency form requires signatures of employee and supervisor.

      Requestor must be able to show that this training or similar training is not and will not be available locally or regionally.

      When there are optional sites for out-of-agency training that requires travel, the site that is closest and/or the most economically feasible must be selected.

      Obtain signatures from Training and Training will take the form to the Finance office for processing. Note:  these forms must go through Training
      for approval prior to going to Finance.

      Requests will not be processed without all the requested forms and information.

  2. Upon completion of the training, the employee or parent is to submit to Training a copy of the Out-of-Agency Training Record Keeping Form (paper format)  Out-of-Agency Training Record Keeping Form (computer format) which will identify the specific training activities of the participant. This data will be included in the person�s training records. This is to be submitted to Training within five working days after the training.

  3. When the agency provides transportation, such as a charter bus, agency vehicle, or coordinates car pooling; staff or parents who choose not to use this means of transportation are responsible for their own travel arrangements and travel expenses.  If there are exceptions due to schedule conflicts or other reasons, these must be requested in writing through Training. 

  4. Employees and parents who attend out-of-town conferences at agency expense are expected to share a room with another agency sponsored conference participant.  Family and friends are prohibited from using Head Start funds for room or any other expenses.  (If a spouse, child or friend is to share a room with a staff member or parent for an out-of-town conference, that non-staff person is responsible for half of the room expense). 

    If for any reason a staff or parent wants a private room, the person can request this in writing from Training. 

  5. Any employee or parent whose registration and/or travel is funded by HEAD START of Greater Dallas, Inc. must understand that he/she is accountable for professional and responsible behavior that reflects our agency�s highest ideals.

  6. Due to limitations of funds to provide out-of-town participation in quality conferences, seminars, etc., the employees and parents who are selected to attend are expected to share the information obtained from the training with other employees and parents in a timely manner. It is required, therefore, of employees that to be approved for this type of training that the employee be a certified trainer.

  8. These procedures are applicable if any agency funds are involved.  This does not just apply to Training funds.
